So the PSU folks got back to me and told me to check two settings:
This phenomenon may be caused by the following reasons: the first reason is that the manufacturer's parameter selects the radio frequency tube mode, and the second reason is that the idle light emission/outside light emission is turned on in the user parameters.
Suggestion: The factory setting selects the glass tube; the user parameter turns off the idle light emission
Neither suggestion changed anything-- settings were already set to the recommendations.
So the only new data I have is that I attached a Cloudray LCD Current Meter to the laser PSU. I did a sample cut to see what it would read. When the laser should be firing (and IS firing), the meter reads 9 mA. When it's traveling and should not be firing, it reads 8 mA. After the cut is completed, if I press frame, it frames properly but also burns a very faint travel line and the current meter reads 1 mA.
I'm between adjusting the potentiometer on the laser PSU and it being a controller problem. The only reason I'm not convinced it's the PSU is that I had this problem before I put the new PSU in.
I've ordered a new controller. It arrives on Friday and we'll see if that changes anything. Other than trying that (not so inexpensive) test, I'm at a loss.

Update for any other poor soul who searches for these symptoms and finds this thread:
Three more exchanges with the PSU folks (who have been responsive and did their best to be helpful), I tried every test they asked me to do... And then I tried a variety of other tests...
... then I installed a new controller, wrote it over with my backup controller file and VOILA... Fixed.
I took the cover off the old controller. My husband says he sees a bad solder joint. I don't know that I can actually tell or not. I'm just glad it's fixed. My pocketbook? Not so much. C'est la vie.

Yes your post may come in handy, I have a friend who has a similar problem. If he presses frame 3 tines it will get through 3mm ply, so not so faint but similar. his also fires when going to origin. It was working fine than just started doing this. I have a spare controller , so I will hook it up tomorrow and see if it fixes it

90 watt efr laser tube. 1200x900 cutting bed, homemade, Rd works 8.01.18. TL I am a professional whipmaker (20yrs) bought a laser as a saw a video 18 months ago and the amount of spare leather I have, thought I would play around and make other leather products.

Did this fix the issue on your friends last as I am haveing the same issue mine fires when I jog it from the Pc or when it’s moveing to the Origen or any rapid move
