Alright I took the new power supply off it is definitely what I'm smelling. I also have some close up pictures of the ma meter, I don't actually have it mounted in the machine since I just installed it as part of this troubleshooting but the black wire is coming from the tube and of course the white wire is what goes back to the power supply. Also I just tried the old power supply again to see if it would register on the ma meter it does not.

Just boxed up the new power supply going to try send it back to the ebay vendor.

I did not see anything glaring in any of the pictures, I’m glad you are sending the burnt one back and your receptacle and extension cord tested good with your new tester.
If the HV connector on the red wire is already glued together then I would not take it apart at this point.
As for the mA meter add some crimp on ring terminals to the wires, you do not want these falling off while running a job (or any other time too), they might make contact with some other connection on the controller or drives, this could be very bad. Try to get the meter hole cut and prepped while waiting for the replacement HVPS unit.
