Extreme newbie

Okay, I'm an extreme newbie to lasers, and I have come across an issue with my wonderful Cheap Chinese purchase that I'm trying to upgrade.
I have asked for assistance on different laser forums but no real good answers.
My laser power/percentage is stuck, ever since I put the new 60 watt PSU in. By that I mean, I can not adjust the power on the laser controller via usb hook up to my laptop on RDworks or LO LaserSoft, or on the laser machine itself. No matter what I change the power to, in any of the mentioned areas, it remains the same, 12 milli amps, however the programs show for instance, 50% or 85% or 10%, but it just puts out 12 mili amps.
Any Ideas what may have gone wrong? And how to fix.

What happens if you put the old PS back into the laser?

Do you believe the milliammeter? Does the laser also cut as if the power is constant?

Did you change the tube during this upgrade?
