Forum updates and tidy-up

We have made a few updates to the forum structure to make things clearer and easier to use.

The main changes include:

- The Welcome area has been tidied.
- New members should now use New Members - Introduce Yourself First as their first post area.
- Forum News has been renamed and clarified.
- General Discussion - Off Topic has been updated for non-laser chat.
- The Resources section has been cleaned up.
- A Thinklaser support area has been added.
- Older sponsor/company areas have been moved out of the main forum view.
- Several forum titles and descriptions have been updated.
- The language translation option has been made more visible at the top right of the forum.

The aim is to make the forum easier for new and existing members to navigate, while keeping the useful historic content available where appropriate.
