New laser tube arcing at negative end in side tube, like

Got a mcw laser tube 60-80w 15 percent power fitted it and it is arcing at the negative end of tube, inside tube is this normal

it seems to be a natural occurrence tube working well MCW 60 80w running at 82 watts at 24mA,
