Wind terminal at 10 volts always

I have been trying to upgrade my laser with the cloudray ultimate air assist.  After have no success I started some diagnostic work and found that the wind terminal to the 24 volt pin reads 10 volts always.  I have confirmed machine settings and have both lightburn with air assist enabled and RD Works with if blowing enabled.  The status pin does switch back and forth from 0 to 24 volts as expected.    In RD works I also confirmed machine settings.  Unless I am missing something.  But the fact that it is always at 10 volts seems like something is broken internally.  Any ideas? The Wind terminal goes to ground when energized.....when the Wind terminal is not energized it is an open circuit - see the following link for more info - Jeffery Aley is a good data source in the follow on string.
